Strengthening the Capacity of the AUC


Provide technical assistance to build the capacity of the AUC to improve the quality of services it provides its members in all areas of economic development including a specific focus on ensuring equal participation of women and men in decision-making and access to resources

Main Activities:

  • Preparing AUC’s LED strategy.
  • Developing AUC’s Automated System of Municipal Statistics (ASMS).
  • Providing training in policy-making, advocacy and drafting of policy papers for local government needs.
  • Local Economic Development Day held as part of the Annual AUC Municipal Forums.
  • Creating an AUC Advisory Committee on Gender Equality.
  • Conducting Annual Local Government Forums on Equal Rights and Opportunities for Women and Men.
  • Providing training on LED and equal participation of women and men in economic and political life.

Progress Achieved

Local Economic Development:

  • AUC’s LED strategy was developed and approved by the AUC Board after wide member consultation.
  • AUC Section on Sustainable Community Development resumed its operation. Four meetings were held.
  • A “Local Economic Development Day” was organised as part of four AUC Ukrainian Municipal Forums (July 2011 and 2012, June 2013, September 2014). During these events a number of presentations were made on LED models, instruments and best practices, utilizing examples of Ukraine and Canada. The audience included over 300 mayors of Ukrainian cities.
  • A Memorandum of Cooperation was signed between the AUC and the Ministry of Economic Development and Trade of Ukraine. It is currently being implemented. Proposals to draft laws of Ukraine on local economic development were developed and submitted.
  • Changes were made to AUC Charter – support for local economic development is now an objective of AUC and its regional offices.
  • “Local Economic Development Sphere Passport” was developed. It outlines LED challenges and suggests possible solutions. The Passport was presented at the meeting of the Coordinating Council under the Ministry of Economic Development and Trade of Ukraine.
  • While created back in 2013, five Municipal Development Support Centers at AUC’s regional offices in Lviv, Vinnytsia, Dnipropetrovsk, Odesa and Luhansk continued operating in 2014. Over 600 consultations were off ered to AUC member-cities on fundraising, investment, strategic planning, business support and more. 60 project proposals for AUC member-cities were developed, 6 were selected as winners of all-Ukrainian competition on the development f local government projects and programs, 4 were pre-qualified for EU funded competitions, one project was funded to the amount of 246 000 euro and is being implemented. 11 concept notes for EU funded competitions were also developed. 8 municipal strategic plans are being developed. In 2013-2014 a series of seminars for city councils and NGOs on LED-related issues were conducted in Lviv oblast (5), Ternopil oblast (1) Ivano-Frankivsk oblast (4), Zakarpattia oblast (12), Odesa oblast (3) Kherson oblast (1), Dnipropetrovsk oblast (4), Luhansk oblast (4), Kyiv oblast (2), and Vinnytsia oblast (2). A Forum of Mayors of Luhansk oblast was also held.
  • A database of LED experts and organisations was created.
  • A Green Book on strengthening 2nd basket of local budgets was prepared.
  • A special meeting room was equipped at AUC’s head office in Kyiv – it is suitable for webinars, online conferences as well as other events related to the activities of Municipal Development Support Centers Development Support Center and the AUC’s Executive Management.

Gender Equality

  • A Committee and Section on Equal Rights and Opportunities for Women and Men was established at AUC. Seven meetings of the Committee were held.
  • AUC representatives participated in two international conferences on gender equality “Gender Equality, a Priority for Global Development” (January 30-February 1, 2013 in Paris, at the invitation of the umbrella organisation «United Cities and Local Governments») and “Citizen in My City – Citizen in Europe” (15-16 December 2014 in Rome, at the invitation of the Council of European Municipalities and Regions).
  • A study tour to Canada was organised for members of the Committee on Equal Rights and Opportunities for Women and Men (May-June, 2011). The purpose of this study tour was to familiarise participants with Canadian experience in supporting efforts that foster equal rights and opportunities of men and women in political and economic life of municipalities.
  • A series of workshops on gender equality was held for local government offi cials of Lviv and Dnipropetrovsk oblasts, employees of AUC Executive Board and Executive Directors of regional AUC offices.
  • All-Ukrainian workshop on political leadership for women mayors from 12 regions of Ukraine was held in June 2012.
  • Changes to AUC Statute were made by introducing a minimum 5% quota on the representation of women mayors on AUC Board. In December 2012, 5 women mayors were elected to AUC Board, representing about 10% of all mayors.
  • AUC’s Strategy on Equal Rights and Opportunities for Women and men was developed and approved by AUC Board.
  • Local Government Forums on equal rights and opportunities for women and men were held in November 2011, October 2012 and June 2014. 327 people from all over Ukraine participated in these Forums.
  • A competition on gender initiatives to promote women’s participation in local economic development was organised. Nine gender initiatives were implemented (Lviv, Kryvyi Rih, Cherkasy, Horodnya, Vinnytsia, Zhytomyr, Vilniansk, Voznesensk, Pereshchepyno).
  • A success story “Equal Participation of Women and Men in Decision-Making – the Key to Fair Local Government” was prepared and disseminated among AUC member-cities.
  • Collection of best practices dedicated to initiatives implemented in the cities as part of the MLED Project was prepared and disseminated among AUC member-cities.
  • A study tour dedicated to women’s entrepreneurship for local government representatives from 9 oblasts of Ukraine to the city of Lviv took place on October 1-2, 2014.

Developing an Automated System of Municipal Statistics (ASMS)

  • A working group composed of Canadian and Ukrainian experts was formed to lead project efforts.
  • In May, 2011 a study tour to Poland was conducted. The purpose of the study tour was to research performance measurement system and comparative analysis of indicators for local communities.
  • A list of performance indicators broadly encompassing all areas of municipal operations was prepared. As of September 2014 indicator’s system consisted of over 600 indicators within fifteen sections.
  • A series of focus groups were held with representatives of AUC member cities (including those of rayon subordinance) in order to refine the parameters of the automated system.
  • The ASMS web portal was developed, tested and launched ( All necessary equipment for managing the system was purchased.
  • An ASMS promotion campaign targeting all Ukrainian cities was presented at the Ukrainian Municipal Forums (July 2012, June 2013, and September 2014). An information booklet about the automated system was also presented. News on system operation is regularly highlighted on AUC’s website and in AUC’s printed publication “AUC Bulletin”.
  • A series of trainings for ASMS coordinators were held for those cities that have already started filling e-templates with information. More than 200 AUC representatives and officials from AUC member-cities, government officials and experts were trained in statistical analysis and provided recommendations on developing ASMS.
  • Up to 350 Ukrainian cities were invited to join ASMS. In September 2014 the system featured data from 80 AUC member-cities. Overall 320 users were database registered representing 155 cities.
  • Since March 2013 the system registered a total of over 22000 entries, of which more than 5000 were active and involved 140 users who generated reports (charts and tables).
  • A collection of examples of ASMS use and 2013 data was published.
