Intergovernmental cooperation for Economic and Local Government Reforms

Goal

Support the implementation of decentralization and local government reforms at all levels of government through the promotion of greater cooperation between local governments, national agencies and oblast state administrations

Main Activities

  • Organising intergovernmental forums in Lviv and Dnipropetrovsk oblasts.
  • Cooperating with national agencies and participating in ministerial working groups.
  • Researching and preparing policy papers on LED.
  • Organising LED training and workshops.
  • Conducting an analytical survey on LED legal framework in Ukraine and Canada.
  • Preparing regional development strategies and implementation plans for Dnipropetrovsk and Lviv oblasts.
  • Providing political and legal support to national executive authorities.

Progress Achieved

Cooperation with state executive agencies

  • A Memorandum of Understanding between MLED Project and the Ministry of Regional Development, Construction and Housing of Ukraine was signed on November 17, 2011.
  • A Memorandum of Understanding and Joint Work Plan between MLED Project and the State Agency for Investment and National Projects of Ukraine was signed on October 22, 2012.
  • A baseline analytical study comparatively describing the legal framework for local economic development in Ukraine and Canada was completed and presented to government officials and experts in December, 2011.
  • An analytical study “Methods and Mechanisms of Funding Local Economic Development in Ukraine” was conducted. Its findings were presented during a round table meeting at the Ministry of Regional Development, Construction and Housing of Ukraine.
  • MLED Project and State Agency for Investment and National Projects of Ukraine have commissioned an analytical study “Investment and Local Economic Development: How Two Oblasts Overcame Obstacles and Barriers (based on Dnipropetrovsk and Lviv Oblasts as positiveexamples)” from the Institute for Economic Research and Policy Consulting. The results of this study were presented and the discussion about applying the recommendations was held in Dnipropetrovsk and Lviv (July 2013), as well as in Kyiv (October 2013).
  • 2 two-day trainings “Practical Implementation of Investment Policy: Approach, Methodology and Tools” took place in February and October 2013. Over 60 representatives of Regional Centers of the State Agency for Investment and National Projects of Ukraine participated in the training.
  • 6 regional Intergovernmental Forums dedicated to discussing cooperation among various authorities responsible for regional and local economic development were held (the latest were organised on November 12th, 2013 in Dnipropetrovsk and on March 28th, 2014 in Lviv). Over 400 stakeholder representatives participated in these Forums, including Canadian municipal officials.
  • A group of Ukrainian officials representing notable MLED strategic partner agencies/authorities such as the Association of Ukrainian Cities, Ministry of Regional Development, Construction and Housing of Ukraine, State Agency for Investment and National Projects of Ukraine and selected regional authorities visited Canada in May-June 2012.
  • A round table meeting “Funding Opportunities for LED Projects at Regional Development Fund” took place in November 2013 as part of activities by AUC’s Sustainable Development Section. The representatives of central and regional authorities participated in the meeting. Recommendations for central and regional authorities were prepared as a result of the meeting.
  • Project representatives continued to cooperate with experts and officials representing the Government of Ukraine on improving legislation, procedures and LED management. In particular, MLED Project representatives participated in developing the “Local Governance Reform Concept”, and draft laws “Territorial Organisation of Authorities in Ukraine” and “Cooperation of Territorial Communities” as well as others.
  • The MLED Project supported the development of an “Interactive Investment Map of Ukraine” at the initiative of the State Agency for Investment and National Projects of Ukraine in order to promote Ukraine in the world, contribute to investment attractiveness of Ukrainian regions and present available investment sites to potential investors.
  • On October 16th, 2014 at the Ukrainian Chamber of Commerce and Industry in the presence of Ambassador of Canada to Ukraine, “Interactive Investment Map of Ukraine” was demonstrated to the representatives of central and regional authorities, Ukrainian and international companies, and diplomatic corps. Since the beginning of January 2015, “Interactive Investment Map of Ukraine” is fully operational http://investukrmap.org.ua
  • A working group consisting of representatives of the MLED Project, Ukrainian experts and officials has developed a concept of a new instrument to attract investors – a “Virtual Investment Mission”.

Cooperation with regional authorities

  • Memoranda on Cooperation between Dnipropetrovsk Oblast Council and the Federation of Canadian Municipalities as well as Lviv Oblast Council, Lviv Oblast State Administration and the Federation of Canadian Municipalities were signed.
  • Strategic Development Plan of Dnipropetrovsk Oblast through 2020 was developed and approved.
  • 2014-2016 Implementation Plan for Strategic Development Plan of Dnipropetrovsk Oblast was developed and presented.
  • Draft Strategic Development Plan of Lviv Oblast through 2027 and its Implementation Plan 2015-2017 were developed and presented.
