Improve LED planning and services


Provide technical support to partner municipalities to assist them to enhance development effectiveness, funding and implementation of their local economic development (LED) strategic plans

Main Activities

  • Preparing, disseminating LED Municipal Guides.
  • Providing training on the preparation and implementation of medium term economic development strategic plans as well as creating a system to monitor their implementation, for government officials, community and business representatives.
  • Researching and developing recommendations in respect to innovative methods of financing LED.
  • Establishing LED Advisory Committees in MLED partner-cities.
  • Identifying and implementing demonstration projects to meet the needs of MLED partner-cities.
  • Delivering LED training.

Progress Achieved

Strategic Planning

  • Memoranda of Cooperation were signed with all partner-cities. LED advisory committees were set up and are operating in all partner-cities of Dnipropetrovsk and Lviv oblasts.
  • Community Profiles were developed and attitudinal surveys on business climate were administered among business leaders and entrepreneurs in 12 partner-cities.
  • Strategic development plans were approved in 12 partner-cities: Dnipropetrovsk, Kryvyi Rih, Zhydachiv, Novyi Rozdil, Mykolaiv, Ternivka, Pavlograd, Pershotravensk, Nikopol, Drohobych, Chervonograd, and Lviv.
  • Strategic plans focusing on increasing competitiveness within subregions “Rozdillya”, Lviv oblast and “West Donbas”, Dnipropetrovsk oblast were developed and approved. Their implementation is continuing. Appropriate systems to monitor their implementation have been created.
  • All partner-cities are successfully implementing strategic plans and have created implementation monitoring systems for these plans. An electronic form was developed and is being used to monitor the implementation of activities of strategic plans (the form is based on Excel application but is supported by specially developed software).
  • Strategic Plan Implementation Committees were formed in all partner-cities. Representatives of local authorities, businesses and community are members of these committees. A system to evaluate the effectiveness of implementation of the strategic plans (indicator system) was developed for Kryvyi Rih, Dnipropetrovsk, and Nikopol.
  • An assessment of the integration of environmental component and overall environmental issues while implementing
  • An assessment of the integration of gender equality issues in the strategic plans of all MLED partner-cities was conducted. Recommendations to include gender equality issues during the implementation of these plans have also been developed.

Development of Training Programs

  • LED Guide “Local Economic Development – Bringing Prosperity to the Community” was finalised, published and distributed. The Guide highlights theoretical aspects of local economic development and describes applied LED solutions.
  • Manuals for LED professionals such as “Sources and Methods to Fund Local Economic Development”, “Environment and Local Development – Finding the Right Balance”, “Transforming the Economy of Mono Cities: Ukrainian and International Know-How”, “Creating Sustainable Business Service Center” as well as a catalogue “LED Institutions: Concepts, Features, Activities” were published and distributed among AUC member-cities.
  • The following trainings were organised for the representatives of MLED partner-cities in Lviv and Dnipropetrovsk oblasts: “Creating Sustainable Business Service Center”, “Innovative Institutions and Instruments of Local Economic Development”, “Designing Local Economic Development Projects”, “Investment Attraction for Local Economic Development”, “Methods and Mechanisms of Funding Local Economic Development in Ukraine”, “Municipal Marketing and Branding”, “Developing and Promoting a City Brand”, “Operating Business Support Centers”, “Roles and Activities of LED Agencies’ in Ukrainian cities”, “Planning for the Development of Tourism in Small Cities of Lviv Oblast”, “Business Planning as part of Activities by Business Support Centers in Dnipropetrovsk oblast”, etc.
  • Final conferences were held for partner-cities in Lviv and Dnipropetrovsk oblasts: “Focus Areas and Possibilities to Support the Development of Small and Medium Businesses” and “Tourism Development in Small Cities of Lviv Oblast”.
  • Organisations from all over Ukraine participated in two national Forums of City Development Institutions held in Kryvyi Rih and formed a network of local development institutions.
  • Local officials participated in trainings during study tours and LED Summer School in Canada, where they learned more about innovative municipal development models. All 13 Canadian partner-cities were visited during these trips.
  • In April 2013, a Memorandum of Understanding was signed between the National Academy of Public Administration, Office of the President of Ukraine and the Federation of Canadian Municipalities. A working group consisting of NAPA representatives, Ukrainian and international experts was created in order to develop an LED Training Program. Trainings and a study tour to Canada was held for the representatives of this working group. According to the evaluation of training needs, an LED Training Strategy of the MLED Project was developed in cooperation with NAPA. It contains recommendations on the development of training programs, curricula and “training for trainers” programs.
  • LED Training Program was developed. A test run of this Program was held in March 2014 for a group of 15 representatives of Ukrainian municipalities, who deal with LED issues in their daily work.
  • In May-July 2014 with the support of MLED partners in two oblasts (Lviv and Dnipropetrovsk) eight-day pilot trainings were held based on LED Training Program. Study groups consisted of 25 people in Lviv oblast and 27 people in Dnipropetrovsk oblast. All participants received appropriate training materials. Upon training completion, all participants were presented with certificates.
  • Round table meetings were held in each of the oblasts and at the National Agency of Ukraine on Civil Service in order to summarise the pilot trainings. At the meetings, specific suggestions to improve the LED Training Program and its implementation mechanisms for local government representatives were discussed.
  • A guide for trainers using LED Training Program has been developed to ensure future trainings for local government representatives.
