On October 2-3, 2014 Kryvyi Rih hosted the Second All-Ukrainian City Development Institutions Forum

CDI_Forum_Kryvyi_Rih_Oct2014_3On October 2-3, 2014, Kryvyi Rih hosted the Second All-Ukrainian City Development Institutions Forum, whose primary focus was on discussing the operating framework for local development institutions network. The discussion centred around the concept and organizational structure of the network, its strategic plans and objectives as well as on what deliverables its operations would bring to Ukrainian cities and regions.

This year, the issue of enhancing efficiency of the abovementioned institutions and building closer cooperation among them has become even more acute, since the initiated power decentralization reforms and empowerment of local governments in Ukraine triggered the need for setting up and supporting local development institutions competent in handling tasks important in municipal and regional perspectives.

Over 70 people including representatives of the Executive Committee of Kryvyi Rih City Council, local development institutions from different cities of Ukraine (Kyiv, Lviv, Chernivtsi, Drogobych, Novyi Rozdil, Odessa, Dnipropetrovsk, Voznesensk, etc.), and large scale enterprises of Kryvyi Rih attended the event. At the invitation of MLED Project, the event was also attended by Canadian experts who spoke of the operational aspects of Economic Development Agencies in the cities of Winnipeg, London and Vernon.

The Forum was opened by a welcoming speech of Alexander Svitlychnyi, Kryvyi Rih Deputy Mayor, who emphasised the importance of the event as a practical tool for building up closer cooperation among local development institutions, setting up a platform for interaction, sharing of experience and ensuring meaningful dialogue.

CDI_Forum_Kryvyi_Rih_Oct2014_1The activities of the Forum included three thematic sections: plenary sessions for discussing the current state of affairs, development trends and principal activities of local development institutions and their interaction with socially responsible businesses taking already successfully operating companies as an example; master classes from leading Ukrainian LED experts on the aspects of cooperation with donors in the context of today’s Ukraine, projects development and implementation, ensuring closer cooperation with the government; and discussion on the  prospects for creating the network of local development institutions.

For this event MLED Project prepared new product, a publication called "Local Development Institutions: Concept, Features, Activities", which in essence is a catalogue of the institutions operating in Ukraine. In addition, the publication reveals theoretical and practical aspects of their functioning. This guide can be used effectively by civil servants, representatives of local government authorities, local development experts as well as action groups willing to set up such an institution.

The most important achievement of the Forum was the resolution to set up a network of local development institutions, which would include the most active organizations successfully contributing to territorial development, such as City Development Institutes of Lviv, Vinnitsa, Kryvyi Rih, and Local Economic Development Agencies of Burshtyn, Ivano-Frankivsk, etc. The main objectives of setting up such network are to establish and maintain regular mutually beneficial contacts among development institutions, public or private; provide for a continuous exchange of information pertaining to new opportunities, tools and mechanisms for regional and local development; share best practices in local and regional development, in particular as they pertain to the products created within the framework of implementation of international technical assistance projects, and experience in preparing and implementing investment projects; and increase institutions' capacity for the implementation of territorial development projects.

The main factor for a successful functioning of the network is to provide support to central government and local authorities since the efficient regional development is only possible in close cooperation of all the stakeholders. Currently such preconditions are being created in Ukraine and there is every reason to hope for a successful outcome. The Forum became a platform for sharing experience, presenting major achievements of the institutions, discussing the problem areas of their operations and finding solutions thereto.

The event was organized by a Kryvyi Rih City Development Institute of Kryvyi Rih City Council with support of Kryvyi Rih City Council Executive Committee, MLED Project and the Swiss-Ukrainian project "Decentralization Support in Ukraine" (DESPRO). For the second year in a row the Forum was cordially hosted by the largest enterprise of mining and metallurgical complex of Ukraine - PJSC "ArcelorMittal Kryvyi Rih".
